African Infrastructure Leadership Summit
Bridging the infrastructure gap through eco-resilience and servitization. Where Africa's road authorities, multilateral financiers, project-preparation and climate-adaptation leaders, global manufacturers and Tier-1 domestic builders meet to build more road for every dollar, and to turn approved programmes into durable roads on the ground.
First edition
Abuja, 2027
The inaugural two-day Summit takes place in Abuja, the Nigerian capital, bringing together about 150 senior decision-makers, with full English–French simultaneous interpretation. The official dates will be announced in early December 2026.
It opens an eight-edition series across the continent, each bringing a regional group of countries from upstream project preparation to modern execution on the ground.
Why a summit
Africa does not lack priority road and corridor programmes. What stalls delivery is the divide between project preparation and physical execution. Most African road tenders still default to costly, slow dig-and-replace methods, because national technical specifications have not yet caught up with in-situ recycling and soil stabilization, and domestic contractors lack the capital to acquire modern fleets.
A road authority can only tender these methods once its specifications allow them. The Summit puts every link of the chain in the same room: political commitment, international engineering standards, project-preparation facilities, climate-resilience and green-finance programmes, Equipment-as-a-Service (servitization) execution and multilateral finance. The aim is roads built up to 50% faster, at 25–50% lower cost.
Who attends
Governments & road authorities
Ministers of public works, transport and finance, national road agencies, regional corridor authorities, public works units (régies) and chief highway engineers.
Finance, preparation & climate
Multilateral and regional development banks, continental project-preparation facilities, climate-adaptation and green-bond programmes, credit insurers, guarantee funds and commercial banks.
Industry, OEMs & laboratories
Equipment, laboratory and polymer manufacturers and their dealers, international recycling associations, licensed geotechnical engineering firms and laboratories, and Tier-1 domestic contractors.
Programme architecture
Two days of executive panels, live laboratory demonstrations and curated bilateral meetings.
Technical foundation and in-situ engineering
- 1 · From CapEx to OpEx, the servitization revolution: how Equipment-as-a-Service removes upfront equipment debt and opens major tenders to national contractors and public works agencies.
- 2 · In-situ recycling and stabilization (ISS, FDR, SFDR): benchmarks for cement, lime, emulsion and foamed-bitumen stabilization on African soils, with up to 50% faster delivery and up to 90% less quarry haulage.
- 3 · Polymer technology for rural and earth roads: stabilization solutions that turn unpaved gravel and earth networks into durable, all-weather roads.
- Live showcase · Mobile Lab Train and Technology Pavilion: a controlled demonstration of soil classification, binder-dosage calibration, Design Mix Formula development and non-destructive testing on African soils, alongside the Technology & OEM Pavilion.
Climate finance, specifications and preparation
- 4 · Climate resilience, development-bank mandates and green bonds: documenting haulage, fuel and energy savings to support green-bond and resilience-bond cases.
- 5 · Geotechnical sovereignty and updating specifications: practical pathways for road authorities to adopt open, performance-based standards accessible to all qualified bidders.
- 6 · Smart jobsites and digital proof of work: RTK/LiDAR survey drones, 3D GPS machine control and CAN-bus telematics feeding one live dashboard for rapid progress certification.
- 7 · Curated B2B and B2G meetings: pre-scheduled meetings between ministries, financiers, guarantors, manufacturers, laboratories and contractors.
- 8 · Financed roads and corridors: from approved programmes and rural access networks to Equipment and Lab Trains on the ground.
- 9 · Closing capstone, project preparation for green roads: aligning upfront geotechnical surveys and blended finance with continental project-preparation pipelines.
From the Summit to the road
- STEP 1
Convene
Participating countries and financial institutions identify priority, bank-approved road or corridor programmes suited to in-situ methods.
- STEP 2
Survey
Each country that commits a fully approved road programme is offered a pre-financed geotechnical survey of its route with the Lab Train. All survey data belongs to the road authority.
- STEP 3
Specify
With site data and baseline mix designs in hand, the road authority updates its tender specifications as open, performance-based standards.
- STEP 4
Build
The project is tendered through official competitive procurement, open to all qualified bidders, so that national contractors and public works units can build with modern fleets.
After each edition
From commitment to survey
Countries that commit a bank-approved road programme at the Summit are offered a pre-financed geotechnical survey with the Lab Train. It establishes baseline mix formulas on the route's own materials, such as laterites and expansive clays, and comes with technical briefings for the road agency, its engineers, partner laboratories and contractors.

Partnership framework
Co-organize, speak or sponsor
The Summit is delivered through a co-funded institutional model. We invite institutions in each category to take a seat:
- Tier 0, institutional co-organizing partners (non-financial): continental project-preparation facilities, climate-adaptation programmes and international road-recycling associations, co-designing the agenda and the post-Summit pipeline.
- Tiers 1 to 4, founding finance, technical/OEM, guarantee and exhibitor partners: keynote, panel, B2B meeting, Technology Pavilion and live-demonstration opportunities for development banks, credit insurers, guarantee funds, commercial banks, and equipment, laboratory and polymer manufacturers and their dealers.
Integrity and diplomatic protocol first. The Summit is strictly a technical, policy and educational forum. It is not part of any tender, and contacts with road authorities during a tender go only through official channels. Ministerial and public-official participation is handled exclusively through formal governmental protocol arrangements.
